FS251 electronic certificates and QR checks: a property handover checklist
An annual inspection handover should connect the certificate with inspection findings and subsequent repair records. FSD’s electronic FS251 arrangements provide another way for property teams to check certificate information.

What has FSD announced?
FSD Circular Letter 4/2026 describes its updated online FS251 preparation and submission system and QR verification for electronic certificates. Certificate holders can use the QR code to check information. Consult the original circular and system guidance for form versions, transition and submission arrangements.
Check these details when receiving the certificate
These practical document handover steps can be reviewed with the responsible contractor:
- Match the premises address, inspection date and installation scope with the commissioned work.
- Check the certificate information and retain the electronic certificate and inspection records supplied by the contractor.
- Record defects, outstanding items and proposed repair arrangements in a follow-up list.
- Assign a document custodian and keep inspection records together with repair completion records.
Connect repair follow-up with the inspection findings
Where an inspection identifies repairs, confirm the scope, quotation and next steps with the contractor. QR verification helps check document information; the condition of installations and completion of repairs still need to be followed through inspection and works records.
Arrange an inspection or certificate follow-up
Share the premises address, use, existing certificates, equipment information and preferred timing. Include any written requirements or outstanding items for the engineering team to assess. Our FS251 service page explains inspection and document follow-up services.
