Comparing FS251 inspection quotations: equipment, repairs and records

Two FS251 inspection quotations can cover different installations and tests. Compare the equipment schedule, defect repairs, retesting and document delivery separately, including the boundary between tenant installations and shared building systems.

FS251 annual fire inspection and certificate follow-up

Establish the inspection inventory

Compare the latest FS251 with the equipment list and known alterations, organised by system and location. A single line reading 'annual fire inspection' leaves important boundaries unclear. Equipment inside a unit, connections to building systems and common installations may be arranged by different contractors or management parties.

Record the previous inspection date, outstanding defects and access windows. Tell the contractor if the previous certificate is missing. Ask for the equipment and relevant dates to be checked before fixing the inspection arrangement; unverified quantities or document dates should remain identified as such.

Separate the inspection from follow-up work

An inspection price does not establish that every repair is included. Separate inspection, repairs, replacement parts and retesting, identifying work that needs diagnosis before it can be priced. Where equipment does not pass, obtain a defect record and an agreed follow-up process.

Use the table as a clarification list. Align the installations and documents covered before comparing prices, and record any differences in access or testing arrangements. This makes a lower total easier to assess without assuming it represents the same service.

ScopeQuestion before acceptance
Annual inspectionWhich systems, quantities, locations and on-site tests are included?
Defects and partsIs a defect report supplied, and are repairs separately authorised?
Retesting and return visitsWhich visits are included and how are additional tests charged?
Building coordinationWho arranges shared-system tests, shutdowns and other contractors?
Document deliveryWhich results and applicable certificates are supplied, and how are they checked and received?

Agree document delivery and retain the findings

FSD Circular 4/2026 addresses online FS251 submission. Ask who handles applicable documents and what the recipient receives. Certificate arrangements follow the relevant inspection and testing work. Use the existing FS251 reference guide for the detailed form, timing and QR-code explanation rather than relying on a quotation heading.

On receipt, check the address, installation scope and inspection date, retaining the certificate with defect and repair records. Assign responsibility and a next action to unresolved items. This record is useful when renewing the service or changing contractor, particularly where the old quotation contained only a total price.

Common questions

Can every premises use one fixed inspection price?

The installations, quantities, access and testing conditions need checking first. A quotation should define the confirmed scope and separately priced items so you know which work the price covers.

Is annual inspection included in an existing maintenance contract?

Check the accepted contract. Confirm annual inspection, applicable documents, defect repairs and retesting individually; the name of the maintenance package does not establish its inclusions.

Ask about FS251 inspection scope and quotations

Share the previous certificate and inventory if available, or start with the premises and required timing.
