Hong Kong FS251 certificate: purpose, issue, annual inspection and limits

When Hong Kong's FS251 Certificate of Fire Service Installations and Equipment is issued, who issues it, how annual timing works, and what it does not prove.

FS251 certifies identified FSI work

FS251 is the Certificate of Fire Service Installations and Equipment. After completing applicable installation, maintenance, repair or inspection work, a registered fire service installation contractor issues the certificate to the person who instructed the work and forwards a copy to FSD within the prescribed period under Cap. 95B.

The certificate should match the actual work, equipment list, locations, completion date and contractor registration. Other forms can apply to different work and new-building arrangements; FS251 is not the universal completion form for every fire service project.

Read the annual-inspection date and scope carefully

For annual inspection, the owner generally arranges inspection by a registered contractor at least once every 12 months. Manage the next period from the actual completion date and applicable requirement, not merely a default month in a property system.

Reconcile the installations, locations and condition comments on the certificate with the contractor report, defect schedule, repair orders and equipment list.

FS251 is not a whole-premises compliance guarantee

An FS251 relates to the work and fire service installations identified in it. It does not automatically prove compliance of escape routes, fire-resisting construction, Fire Safety Directions, licence conditions, unlisted equipment or unauthorised alterations.

A certificate does not remove a known defect. If the report records an abnormal condition, isolation or follow-up work, the responsible person still needs to assess risk, arrange rectification and retain completion evidence.

Keep an auditable certificate file

Index every certificate by property, system, equipment, contractor, work order, payment and defect follow-up. Retain the original or a trustworthy electronic copy, and restrict who can change due dates and completion status.

When ownership, management or tenancy changes, formally hand over certificates and open actions. Do not transfer only the latest sheet.

Practical checklist

  • Check property name, address and certificate number
  • Check contractor name, registration number and class
  • Confirm work type, installations, locations and completion date
  • Read condition comments and appended equipment list
  • Link every defect to repair evidence
  • Track licences, directions and building requirements separately
  • Include history and open actions in management handover

When to call a registered contractor

Ask the original contractor or another appropriately registered contractor when certificate details are incomplete, scope is unclear or equipment is defective.

  • Address, date, equipment or registration information conflicts
  • The due date is approaching and inspection has not been arranged
  • The certificate or report identifies a defect, isolation or follow-up work
