Preparing fire safety improvement works for inspection and handover
Construction, testing, document submission and authority inspection are separate stages of improvement work. Use this guide to organise the handover and outstanding actions.
If there is fire or immediate danger
Leave the premises using a safe route and call Hong Kong emergency services on 999. Do not remain to investigate or use a lift.
Legal information
This guide helps with initial planning; it is not legal advice or an engineering assessment of your premises. Confirm the requirements against the use, approved plans, licence conditions, written directions and current official documents.
Quick answers
Does contractor completion mean the direction has been complied with?
Not automatically. Check all applicable requirements, tests, documents and the authority's determination.
Reconcile work against the direction
Review the direction, agreed scope and current progress together. Fire installation and building requirements may belong to different teams; list the responsible parties and remaining items separately.
Installation completion does not necessarily mean testing is complete or the authority has accepted the work. Report construction, testing, documents and inspection as separate stages.
Prepare people, systems and documents
Ask the responsible contractor to confirm the application, drawings, test records and supporting documents required by the applicable procedure. This guide concerns existing-building improvements; new-building acceptance follows its own requirements.
Confirm access to inspection areas, system readiness and the contractors or professionals who need to attend. Management should coordinate shared systems and tenant areas.
Assign follow-up and handover responsibilities
Record inspection follow-up by location and item, with a responsible party and next action. Agree scope and authorisation before carrying out work outside the original quotation.
The handover should help the next manager: collect as-fitted drawings, equipment information, test and repair records, applicable certification and maintenance contacts. Keep outstanding authority matters visible.
