Received a Fire Safety Direction? Deadlines, responsibilities and quotations

For a direction under Cap. 502, 572 or 636, start with the full document, deadline and responsible parties. Separate fire installations from building works before arranging quotations.

Quick answers

Does an annual inspection certificate resolve the direction?

No. Annual inspection and the direction's improvement scope may differ. Review each requirement and retain the relevant completion and authority records.

Prepare comparable information for the owners

Give bidders the same complete direction and drawings. Compare fire installation work, other professional services, documentation and separately charged items so owners can understand the total scope and responsibilities.

Have the relevant teams confirm changes to site conditions or scope before updating the record. A management checklist does not replace required drawings, tests or authority documents.

Keep the full document and identify the deadline

Caps. 502, 572 and 636 address different premises or building regimes. Check the issuing authority, recipient, required items and deadline from the actual document rather than estimating the work from its heading.

Scan every page and attachment, and keep separate lists of completed and outstanding items. Contact the issuing authority early about uncertainty or timing difficulties; requesting an extension is not confirmation that it has been granted.

Separate installation work from building work

A direction may involve both fire installations and building safety measures. Establish the appropriate registered contractors, authorised person or other professionals for each item instead of assuming one fire contractor covers everything.

Use the same requirement list and site information for quotations. Ask each party to state its work, exclusions and dependencies so gaps between appointments can be identified before contracts are placed.

Track works, tests and authority confirmation separately

Include surveys, drawings, procurement, works, tests and document follow-up in the programme, with one person maintaining the overall record. Multi-owner buildings also need time for owners' corporation and tenant coordination.

Payment or receipt of an FS251 does not establish compliance with the entire direction. Keep evidence against each requirement and follow up any remaining inspection or confirmation with the relevant authority.
