Hong Kong commercial premises fire safety
Distinguish statutory improvement directions, licence requirements, approved plans and routine maintenance duties.

Leave the premises using a safe route and call Hong Kong emergency services on 999. Do not remain to investigate or use a lift.

Start with classification and actual use
The Fire Safety (Commercial Premises) Ordinance (Cap. 502) covers prescribed commercial premises and specified commercial buildings as defined by the Ordinance. Prescribed activities, floor area, building use and relevant dates may affect scope.
A shop, restaurant, office or arcade does not have identical obligations merely because the everyday label is the same. Check the statutory classification, actual use, occupied area and every Fire Safety Improvement Direction issued.
Directions, licences and approved plans are separate controls
FSD and the Buildings Department may issue Fire Safety Improvement Directions within their respective enforcement areas, covering fire service installations, means of escape, fire-resisting construction or access for firefighting and rescue.
Restaurants, places of entertainment, schools, care premises and other licensed businesses may also have licence-specific conditions. Meeting one control does not replace another Direction, approved plan or Buildings Ordinance duty.
Review compliance before fit-out or change of use
Partitions, ceilings, shelving, kitchens, seating, storage and building-services changes can affect detectors, sprinklers, exits, travel distance, fire separation and appliance access.
Before signing a lease, starting work or applying for a licence, have suitable professionals compare approved plans with the site and define responsibilities across the authority, owner, property management, tenant and contractors.
Rely on the actual Direction and written acceptance
Keep drawings, certificates, test reports, licence documents, defect closures and authority correspondence. An FS251 evidences the work identified in it; it is not a certificate of compliance with every licence condition or the entire premises.
Review the position again when the business model or layout changes. Do not rely solely on a previous tenant's records.
Practical checklist
- Confirm the Cap. 502 premises or building classification
- Obtain every Fire Safety Improvement Direction
- List licensing-authority conditions
- Compare approved plans with the site layout
- Assess fire-service and escape impacts before fit-out
- Track statutory, licensing, contractual and good-practice items separately
- Retain written authority completion or acceptance records
When to call a registered contractor
Review the FSI scope at the start of a new lease, fit-out, change of use, licence application or Improvement Direction.
- Existing installations must be compared with approved plans and licence requirements
- Fire service installations need addition, relocation, alteration, testing or repair
- Certificates, FSD submissions or acceptance follow-up are required
