Fit-out, design and alterations
Planning A&A works in Hong Kong: drawings, roles and procedures
Before alterations and additions, establish the existing condition, proposed change and applicable procedure. Prepare approved plans, professional appointments, management requirements and quotation information, including a review of whether any designated minor-works route applies.
Alterations and additions work coordinationEstablish records before choosing the solution
Describe the proposed location, dimensions and use, attaching photographs and available approved plans. Refer discrepancies, missing records or questions about existing unauthorised work to the responsible professional. An existing physical condition should not automatically be used as evidence of an approved design.
For structural changes, floor openings, external walls, escape provisions or common parts, review feasibility and professional responsibilities first. BD's A&A guidance also highlights deed and lease conditions. Rights of use or management agreement do not by themselves settle the building-work procedure.
Confirm the procedure and appointments
BD advises consulting building professionals about A&A works and the applicable approval and consent process. Designated minor works may follow the MWCS simplified requirements where eligible. The project needs a review of the actual work item and conditions; price or duration alone does not determine the route.
Set out responsibilities for design, calculations, submissions, supervision, construction and completion records. Confirm which authorised persons, registered engineers and contractors the particular work requires. Keep the professional assessment and agreed procedure in the project record before dependent work starts.
| Planning stage | Confirmation for the owner |
|---|---|
| Existing records | Approved plans, site discrepancies and unresolved matters. |
| Proposal and procedure | Extent of change, applicable procedure and professional appointments. |
| Quotation and works | Inclusions for submissions, supervision, protection, works and making good. |
| Management and use | Deed restrictions, access, occupier effects and work windows. |
| Completion records | Required records, submissions, updated plans and follow-up responses. |
Use review points before starting and changing work
Before starting, confirm procedure status, construction revision and site protection. Show unresolved professional processes as programme dependencies. A management access approval should be recorded as that milestone, with other approvals or notifications checked on their own requirements.
If strip-out reveals unexpected structure, services or conditions, retain the findings for review by the responsible professionals. At completion, collect applicable records and updated plans, tracking outstanding works and authority responses separately so later maintenance or alterations can refer to the actual project history.

Common questions
Are all small projects exempt from approval?
Review the actual work and applicable regime. Designated minor works still have the relevant professional, contractor and procedural requirements; area or price alone does not settle the classification.
Can a tenant remove walls before a professional review?
Obtain the appropriate professional assessment first, checking the wall, escape provisions and required procedure before defining the work that can proceed.
