Keep fire escape routes clear

How to identify common obstruction risks in corridors, staircases, smoke-stop doors, roof exits and fire-appliance access.

If there is fire or immediate danger

Leave the premises using a safe route and call Hong Kong emergency services on 999. Do not remain to investigate or use a lift.

Protect the entire route to safety

A fire escape route is not just the final exit door. It is the continuous path from a unit or common area to safety, including corridors, smoke lobbies, staircases, ground-floor exits and any applicable roof exit.

Shoe cabinets, cartons, bicycles, trolleys, refuse, renovation materials, stock and temporary cables can narrow the route, create trip hazards and add fire load. Being able to squeeze past does not prove compliance with approved plans or premises-specific requirements.

Keep exit and smoke-stop doors effective

Smoke-stop doors should close and remain closed. Do not wedge them open with goods, rope or door stops. Exit doors must not be obstructed or locked in a way that occupants cannot operate in an emergency.

Do not remove door closers, alter locks or cut openings in a fire-rated door without proper review. A dropped leaf, failed closer or damaged frame should be assessed by an appropriate professional.

Make inspections traceable

Property management or the responsible person should inspect every floor, staircase, exit and fire-appliance access at a set frequency. Record the date, location, photographs, owner of the follow-up and completion time.

Repeated obstruction needs more than a verbal reminder. Use the building's management process and applicable legal remedies, and report a fire hazard to the Fire Services Department where necessary.

Practical checklist

  • Corridors and stairs are free of goods and refuse
  • Smoke-stop doors self-close
  • Ground-floor and roof exits are not improperly locked
  • Exit signs remain visible
  • Hose reels and extinguishers are accessible
  • Fire-appliance access is free of parking and materials
  • Inspections and corrective actions are recorded

When to call a registered contractor

Management can remove ordinary obstructions immediately. Defects involving fire service installations or equipment require a contractor with the appropriate registration class.

  • An exit sign, emergency light or alarm device is damaged
  • A hose reel, sprinkler, extinguisher or other fire equipment has been struck or displaced
  • A fit-out or partition change may affect the approved layout or existing fire service installations
