Mini-storage fire safety in Hong Kong: layout, coverage and improvement

Quick answers

Can extra extinguishers resolve mini-storage fire issues?

Not necessarily. Layout, windows, routes, hose coverage and locks need item-by-item attention. Extra extinguishers do not replace the entire improvement scope.

Coordinate tenant moves with the work

Mark occupied and accessible units on a plan before the survey, then confirm which areas need clearing or access. This working plan supports coordination; it does not establish that the existing layout is approved.

Have the relevant teams confirm changes to site conditions or scope before updating the record. A management checklist does not replace required drawings, tests or authority documents.

Use the notice to identify the actual issues

FSD identifies common issues with storage layout, blocked or insufficient windows, hose-reel coverage, exit and directional signs, and escape-door locks. Different findings may require action involving different authorities.

If a notice has been received, retain every page, attachment and deadline, then assign contacts for each item. A single site photo or routine annual-inspection appointment does not define the full improvement task.

Survey the actual storage arrangement

Provide compartment plans, storage heights, routes and equipment locations, including spaces needing tenant access. Mark later additions that are missing from older drawings so the survey reflects the operating site.

Separate fire installations from building, use and other statutory issues. Ask the team to identify which work belongs to the fire contractor and which requires other professionals, so the budget covers the complete response.

Plan tenant access and phased works

For an operating storage facility, plan access, customer-item coordination and work zones with the operator. Do not solve a work-area problem by placing stored goods in escape routes or in front of fire equipment.

Use photos, drawings and test records to review each completed stage, then update the open-item list. Keep construction completion distinct from formal resolution of an authority notice.
