Mini-storage fire safety in Hong Kong: layout, coverage and improvement

FSD identifies common issues with storage layout, blocked or insufficient windows, hose-reel coverage, exit and directional signs, and escape-door locks. Different findings may require action involving different authorities.

Give the responsible team every page and attachment of the notice, including its deadline. Ask them to identify the work and person responsible for each item. Contact the issuing authority early if any requirement needs clarification.

Provide compartment plans, storage heights, routes and equipment locations, including spaces needing tenant access. Mark later additions that are missing from older drawings so the survey reflects the operating site.

Fire installations, building construction and use-related issues may need different professionals. Ask each team to list what its quote covers and any work the owner needs to commission separately, so you can budget and schedule the whole job.

For an operating facility, agree with the operator which areas need clearing, how tenants will be notified and how stored items will be moved. Keep escape routes and access to fire equipment clear throughout the work; do not use them for temporary storage.

After each stage, keep site photos, updated drawings and test results, with a list of work still to do. Follow up the inspections and written confirmation required by the issuing authority for each notice item, so the operator can track progress.
