Fire alarm and detection annual inspections: a preparation checklist
Manual alarms and automatic detection use distinct checklists. Prepare system plans, device lists, access and interface testing, then follow up defects and FS251 records.

Quick answers
Does hearing the bell prove the annual inspection has passed?
No. Audible operation is only one part of the work. An appropriately registered contractor must complete the applicable inspection, testing and records.
Distinguish manual alarm from automatic detection
Circular 4/2025 covers annual inspection of fire detection systems. Fire alarm systems have the separate Circular 3/2022 checklist and Chinese version. If both are installed, check that the quotation and test plan account for each.
Start preparation with an inventory of panels, detectors, manual call points, sounders and connections. Ask the contractor to select the applicable checklist; this planning guide is not a procedure for management staff to perform technical tests.
Plan access and connected-system testing
Identify locked rooms, high-level equipment and areas requiring tenant escorts, and provide recent false-alarm or fault records. The contractor can then plan staffing and testing around the actual equipment and restrictions.
Where tests involve other systems, ask the contractor to confirm affected functions and notifications. Agree how management will be told about the start, any suspension and reinstatement of testing.
Check completed tests and outstanding work
Reconcile the inspection report with device quantities, test scope and defects. Ask the contractor to identify inaccessible rooms or untested equipment explicitly, rather than treating every item as having passed.
Clarify before accepting the quote whether repairs, parts and further testing are included. Afterwards, keep repair evidence, applicable certificates and the next inspection arrangements together for easy handover.
