Restaurant fire safety in Hong Kong: planning, fit-out and licensing
What fire work does a restaurant need? Prepare the premises details, cooking plan, issued requirements and inspection records before arranging a survey and quotation.

Does a former restaurant already meet my requirements?
Previous restaurant use is not enough to decide. The new licence, layout, fuel, equipment condition and issued requirements may call for changes or fresh testing.
Start with the premises and cooking arrangements
Fire requirements vary with the licence category, building, floor and cooking arrangements. FSD publishes reference requirements for different food premises; the requirements issued for your actual premises remain the starting point.
Before committing to the fit-out, gather the layout, kitchen location, seating and fuel plan. Ask how the building's shared fire systems can support the proposal, alongside the equipment needed inside the tenancy.
Coordinate fire work with ventilation and fit-out
Ceilings, partitions and extract ducts can affect fire-equipment positions. Use one current drawing set across trades, and include management-office access, shutdown arrangements and testing windows in the programme.
Ask the quote to distinguish new equipment, alterations, testing, documents and defect repairs. For a former restaurant, check the condition and suitability of inherited equipment rather than assuming the previous inventory still fits.
Prepare for inspection and ongoing maintenance
After installation, reconcile the equipment with the drawings and test records. FS251 records specified fire-installation work; it does not itself grant a restaurant licence or replace other required ventilation or supporting documents.
At handover, request routine-check instructions, maintenance contacts and a list of open items. If seating, fuel or kitchen arrangements change later, review the implications before proceeding with the alteration.
